Electronic Notice of Arrival / Departure (eNOA/D)

Description:
eNOAD (https://enoad.nvmc.uscg.gov/ ) is provided at no cost by the United States Coast Guard (USCG) to provide vessel representatives with the means of electronically fulfilling the arrival and departure notification requirements of the USCG and Customs and Border Protection (CBP).

Registration is required but is free. Register at https://developer.nvmc.uscg.gov/SignIn.aspx

After you register, you will be directed to a page where you can download the eNOA/D developer package: NOAD.zip. Review the White Paper included in NOAD.zip for assistance on how to develop your application.
WSDL/Data Location:
The Development Web Service is located at: https://testnoad.nvmc.uscg.gov/noadwebservice/noadwebservice.asmx . The link to the production web service will be provided once test submissions have been verified and approved.
Operations:
OperationDescription
noadSubmitUsed to submit xml. The method returns a string containing the GUID assigned to the newly created record by the system.
noadSubmitCompressedUsed to submit compressed xml. The method returns a string containing the GUID assigned to the newly created record by the system. Compression is achieved by use of a freeware third party assembly (SharpZipLib.dll).
